How is this a caveat? This is a technical limitation. With 8.1, I can't even 2 IE tabs on 512Mb devices, without the tabs reloading when I switch between them. There simply isn't enough RAM.

That is unlikely. If you update to 8.1 now, it will still do the old 8.1 update first and then you will see this update after updating. Confirmed on a 520 yesterday.
