I found a Chrome extension, Rescroller, that kind of fixes the scroll bar issue. But I don't like the direction Google is going with this and have switched back to Firefox as my primary browser....

I too am curious as to why you are still using Google+ for photo storage and not Skydrive. Especially since you use Windows Explorer to organize your collection.
