At no point did Microsoft ever ask its customers if they even want a "single OS on all form factors".
I don't want a phone OS on my desktop computer.
Why not have a Windows version...

So, Microsoft can put close buttons on its phone OS, but for its desktop OS we have to perform hard to discover swipe gestures with a mouse.
