In my experience, 9879 is much more stable. Unfortunately, the restored Start menu is still not what the people want. I don't want a Start screen on the right hand side that can't be made narrower...
I don't think this is something new. I remember at the time Windows 8.1 was first out that there was a way to obtain an 8.1 ISO. I have an 8.1 ISO.
