I have three home PCs, and the one I have Win10 on now is from 2008, I believe -- Intel Core 2 Duo E800 with 8GB RAM. I swapped out the hard drive for an SSD, and it runs Win10 pretty well.

that's how i read it -- only xfrs, not encrypted at rest. Even so, I won't store anything in the cloud if i can't control the key. I don't trust any cloud provider.
